Senegal's Minister of Digital Economy presents the country's vision for digital transformation

As African countries take the lead in developing their national digital transformation programs, Mr. Samba Diouf, Senegalese Minister of Telecommunications and Digital Affairs, presented the country's bold vision as part of its “New Technology Deal” strategy.

The President of the Republic of Senegal, His Excellency Mr. Bassirou Diomaye Faye, unveiled, on October 14, 2024, the National Transformation Agenda (ATN), a new strategic framework for the country's economic and social policies.

Anchored in Vision Senegal 2050, the Agenda aims to build “a sovereign, just and prosperous nation”. On February 24, 2025, President Faye launched the “Technological New Deal”, the digital pillar of the National Transformation Agenda – Senegal Vision 2050.

The “Technological New Deal” is Senegal’s national digital transformation strategy. It aims to accelerate the country's digital revolution by modernizing public administration, promoting inclusive economic growth and strengthening national digital sovereignty.

The strategy is structured around four key priorities: digital sovereignty, the digitalization of public services, the development of the digital economy and the positioning of Senegal as a leading digital nation in Africa.

Hosted by the U.S. Chamber of Commerce's U.S.-Africa Business Center in Washington, U.S. government leaders, Senegal's Minister of Telecommunications and Digital Affairs, with his delegation, U.S. industry leaders and technology partners gathered for the U.S.-Senegal Executive Dialogue on July 1, to highlight Senegal's digital priorities and investment opportunities for long-term collaboration.

The Senegalese Minister of Telecommunications and Digital Affairs, Mr. Samba Diouf, presented Senegal's vision for digital transformation, driven by the "Technological New Deal", as well as the Government's ambitions to make digital a key lever for economic development and the modernization of the State.

Following the dialogue, Senegal's Minister of Telecommunications and Digital and Cybastion CEO Dr. Thierry Wandji signed a partnership agreement to support the ministry's efforts to advance a unified digital transformation framework. This agreement will contribute to the realization of the vision of His Excellency the President of the Republic of Senegal in terms of digital transformation.

Cybastion, as a systems integrator, will lead a consortium of US technology companies to deploy digital infrastructure solutions in Senegal.

Cybastion team members participating in the dialogue included Andre Biyong, Chief Strategy Officer; Scott Blacklin, senior vice president of government affairs; and Antonio Espirito Santo, government affairs coordinator.

The innovation prize rewards Cybastion for financing digital infrastructure in Ivory Coast
